How to Get a Long Term Bed
Application Process
If you choose St Luke’s Home for your long term care, an application form must be completed. You will find the application form here:

St. Luke’s Home operates a waiting list. When a bed becomes available, an assessment is carried out by our Clinical Team to determine clinical suitability for the bed that is available. If suitable, an offer for the bed is made to the individual or family.
The Assisted Decision-Making (Capacity) Act 2015 finally became law on 26 April 2023. There are five types of decision supports under the new Act. Three of these apply when a person currently requires decision-making assistance, and two apply in future instances should the person lose decision-making capacity.
Decision Support Service
The Decision Support Service (DSS) is the statutory agency responsible for oversight and implementation of the new assisted decision-making system in Ireland.
Decision supports – current
- Decision-Making Assistance: A person can formally appoint a decision-making assistant, who is supervised by the DSS. The person retains ultimate decision-making responsibility.
- Co-Decision-Maker: A person can appoint someone to make decisions on their behalf on a joint responsibility basis. The co-decision-maker is also subject to the supervision of the DSS.
- Decision-Making Representative: The Circuit Court can appoint a representative to make certain decisions on behalf of persons who are unable to make such decisions on their own behalf.
Decision supports – future
- Enduring Powers of Attorney: A person can appoint an ‘Attorney’ to make decisions on their behalf in the event that the first person loses the capacity to do so at a future point in time.
- Advance Healthcare Directive: This is a legal document which captures a person’s future healthcare wishes, and only takes effect if the person lacks capacity to make decisions regarding their own healthcare.
Registers
The DSS maintains registers of Co-Decision-Making Agreements, Decision-Making Representation Orders and EPAs. Inspection of the registers is permitted where a legitimate interest can be established. Nursing homes may need to consult the registers in certain circumstances, and the basis for these should be clearly documented.
High Court jurisdiction
Existing Wards of Court will transition out of the High Court’s wardship jurisdiction within the next three years. Any Wards who are deemed to have capacity will be discharged from the wardship jurisdiction, while any Wards who continue to have impaired capacity can avail of the appropriate support from the DSS. The High Court’s inherent jurisdiction has emerged as a solution to gaps in the law arising from the introduction of the new Act.

Nursing Home Support Scheme
Fair Deal Application Process
The Nursing Homes Support Scheme, otherwise known as ‘Fair Deal’, is a means of financial support for people who need long-term nursing home care. Under ‘Fair Deal’ you will make a contribution towards the cost of your care and the State will pay the balance. This applies regardless of the cost of care in your chosen place of care. Potential residents to any nursing home should apply for Fair Deal approval well in advance, as this process can take a number of weeks.

contacting or calling to the HSE Nursing Home Support Office, Floor 1 Aras Slainte, Wilton Road, Cork.
On completion of the application form you will be notified of the assessed financial contribution you will pay under the scheme and receive a list of all approved nursing homes. You can then choose a home on the list of approved nursing homes.
You can then choose a home on the list subject to the following three conditions. The home must cater for your specific needs. The home must have a place available for you. The HSE approves you for payment.
Following admission, your assessed financial contribution will be invoiced to you by the Home monthly, together with any additional charges not covered by Fair Deal, a list of these are available on admission and in detail in the Contract of Care. The HSE pays the difference between your assessed financial contribution and the agreed Fair Deal fee of your chosen nursing home.
Should you not be eligible for or decide not to avail of “Fair Deal” you may elect to pay the total cost of care fee directly to St Luke’s Home, which will be invoiced directly to you each month in advance.

Should you not be eligible for, or decide not to avail of “Fair Deal” you may elect to pay the total cost of care fee directly to St Luke’s Home, which will be invoiced directly to you each month in advance. Admission will still be via our waiting list, and be subject to our own assessment of need.
Payment
Our preferred method of payment is Direct Debit, or a monthly standing order to an agreed value based on the estimated amount to be invoiced each month. Details of our bank will be provided on admission.

Health Information Quality Authority
We are registered by the Health Information Quality Authority (HIQA) and are part of the Nursing Home Support Scheme (Fair Deal).
